Why does a country with the ninth largest proven gas reserves on the planet have a crippling electricity deficit? On September 10, 560 MW of gas generation capacity was offline, and the country’s sector regulator estimated losses attributable to that lack of power, at $3.5 million. That figure doesn’t take into account the enormous amount of gas wasted through gas flaring.
